Job Description

Site Manager – Cathedral Square | Be the Anchor of a Community

This is not just a job, it’s a responsibility to people, property, and policy.

The Housing Authority of Jackson County (HAJC) is seeking a Site Manager for   Cathedral Square, a multifamily affordable housing property. This role is ideal for someone who thrives in high-accountability, people-centered work, balancing compassion with clear policy enforcement, handling lease compliance, supporting tenants, and making sure the property is safe, clean, and welcoming every single day.

If you're someone who takes ownership, responds with professionalism under pressure, and wants to make a meaningful difference where you live and work, this might be the right role for you.

What You’ll Do:

  • Be the face of the property. You’ll interact with tenants daily—answering questions, resolving complaints, and supporting lease compliance in a calm, fair, and respectful manner.

  • Support lease-up and move-ins. Show units, assist with forms, check tenants into units, and educate them on housekeeping and property standards.

  • Oversee community upkeep. Walk the grounds regularly, flag hazards, post notices, conduct inspections, and perform light maintenance (like changing lightbulbs or alarm batteries).

  • Respond to emergencies. Use sound judgment during conflicts or crises. Be ready to mediate disputes, call in reinforcements, or escalate serious issues to the Portfolio Manager.

  • Document everything. You’ll monitor lease compliance, issue notices, track rent payments, log maintenance issues, and report lease violations clearly and promptly.

  • Promote community. You’ll help maintain a safe, respectful, and stable environment where tenants feel supported and property standards are upheld.

You Might Be a Great Fit If You:

  • Are emotionally grounded, professional, and calm under pressure.

  • Can juggle multiple priorities while staying organized and on deadline.

  • Know how to explain complex rules in a way that builds understanding—not resentment.

  • Are comfortable navigating difficult conversations and enforcing policies with tact.

  • Take pride in a well-maintained property and are ready to get hands-on with light maintenance and safety checks.

  • Understand that your work is often the difference between housing success and housing instability, for real people.

Qualifications:

  • High school diploma or equivalent required.

  • Two years of experience in property management, housing programs, or a related field preferred.

  • Strong understanding of landlord-tenant laws, occupancy standards, and public housing compliance.

  • Excellent communication skills—verbal, written, and digital.

  • Must have a valid driver’s license and acceptable driving record (Oregon license required within 30 days of hire).

Pay & Benefits:

  • Wage: $16.00 per hour (35 hours per week), 2-bedroom apartment with utilities paid.

  • Benefits: Full health coverage (medical, dental, vision) with 95% of employee premiums paid by HAJC. Making our plans very affordable

  • Retirement: Oregon PERS retirement with 6% employee contribution fully covered by HAJC.

  • Time Off: Paid vacation, sick leave, and 11 holidays annually.

  • Other: Supportive work environment, mission-driven culture, and stable employment with growth potential.

    Accommodation Statement (ADA Compliance):
If you require a reasonable accommodation to participate in the application or hiring process, please contact our HR Manager at 541-779-5785 . We are committed to providing equal opportunity and ensuring an inclusive, accessible recruitment process for all qualified individuals, including those with disabilities.

The Housing Authority of Jackson County is an equal opportunity employer. We prohibit discrimination against any applicant or employee based on race, color, religion, sex, gender identity, sexual orientation, national origin, age, disability, veteran status, genetic information, marital status, or any other legally protected characteristic.

Veterans’ Preference: We honor and apply veterans' preference in accordance with Oregon law. Qualifying veterans and disabled veterans are encouraged to apply and must submit DD214 or applicable documentation with their application.

Research shows women and people of color are less likely to apply for jobs unless they meet every listed qualification. We believe the best candidate may come from a less traditional background. If you believe you’d be a great fit for this role, we encourage you to apply—even if your experience doesn’t align 100% with the job description.
